FORMEX Utah Lab | A Persistent Real-World Proving Environment
FORMEX Utah Lab · Operating Now

FORMEX Is Portable.
Utah Is the Persistent Proving Environment.

FORMEX Decision Intelligence and Stress Testing can operate anywhere. FORMEX Utah Lab adds a persistent real-world environment where ventures, institutions, capital, experts and communities can participate repeatedly under observable conditions.

Why Utah Adds Value Participate

Operational capability now.

The 2034 horizon is not when the Lab becomes functional. It is the period during which evidence, participation, institutional learning and trust can compound.

  • Decision Intelligence
  • FORMEX Stress Testing
  • Evidence capture
  • Utility Delta measurement
  • Institutional underwriting
The Distinction

FORMEX everywhere is the method. Utah is the reference environment.

The geo-centric Lab does not replace FORMEX's virtual, portable capability. It adds a persistent place where the methodology can be applied repeatedly and where learning can accumulate.

FORMEX Anywhere

Portable decision intelligence and underwriting discipline.

  • Clarify the decision
  • Identify consequential assumptions
  • Design the Stress Test
  • Capture evidence
  • Measure Utility Delta
  • Inform the next commitment

FORMEX Utah Lab

Persistent real-world conditions that can make the methodology progressively more useful.

  • Recurring stakeholder environments
  • Repeatable testing contexts
  • Cross-sector participation
  • Growing evidence density
  • Institutional learning
  • Potential for portable trust
The method can travel. The evidence can accumulate.
The Utah Value Add

Why a persistent geographic proving environment can matter.

Utah's value is not simply that it is innovative. The value is that multiple real stakeholder environments can exist within one accessible regional ecosystem.

Context

Real organizations, people, constraints, incentives and consequences.

Repeatability

Multiple tests can occur in a persistent environment rather than being rebuilt from zero each time.

Network Effects

Institutions, capital, experts and communities can become recurring participants.

Evidence Density

Comparable cases can accumulate into a richer body of decision-grade evidence.

Trust Infrastructure

Claims, conditions, provenance, limitations and attestations can become increasingly portable.

Why Utah Specifically?

One region. Many decision environments.

Utah concentrates many of the actors that matter to consequential decisions. That concentration creates the possibility of testing a proposition across several stakeholder conditions without reconstructing an entirely new ecosystem for every engagement.

What Happens in the Utah Lab?

Put consequential assumptions into real decision conditions.

The Utah Lab does not begin with geography. It begins with the decision. Geography matters only if it improves the quality of the evidence.

01 Decision

What consequential commitment is pending?

02 Assumptions

What must be true for that commitment to make sense?

03 Conditions

Which real-world stakeholders and environments matter?

04 Evidence

What actually happens under defined conditions?

05 Utility Delta

What measurable stakeholder value changed?

06 Underwriting

What does the evidence justify doing next?

The Compounding Thesis

The Lab is valuable only if each successful test makes the next one easier, richer or more credible.

Utah's real advantage must be earned through repeated use. Geographic concentration matters only if it produces reusable access, stronger evidence, or lower-friction learning over time.

More Tests

More consequential opportunities enter defined real-world decision environments.

More Participants

Institutions, experts, capital and communities become recurring rather than one-off contributors.

More Evidence

Comparable cases create a denser record of what works, for whom, and under what conditions.

More Trust

Repeated evidence can support clearer standards, provenance and more portable confidence.

FORMEX Utah Lab is not a Lab waiting to be built. It is an operating capability whose value must compound through use.

2034
A Global Horizon, Not a Starting Line

Utah meets the world after eight years of accumulated evidence, relationships and learning.

The Olympic and Paralympic horizon provides visibility, urgency and a globally recognizable milestone. FORMEX Utah Lab does not depend on the Games to exist. The opportunity is to use the years leading to 2034 to compound evidence, participation and institutional credibility.

The Games provide the global horizon. The Lab compounds what can remain after the world leaves.
Participation Makes the Lab More Valuable

Put the Utah Lab to work.

FORMEX provides the methodology and underwriting discipline. Stakeholders contribute the conditions, expertise, users, capital, institutions and perspectives through which consequential assumptions can be tested.

Bring an Opportunity

Bring forward a venture, technology, institutional model or consequential proposition where the next decision deserves stronger evidence.

What needs to be proven before the next stakeholder should say yes?

Provide a Test Environment

Explore whether your company, institution, community or operating environment can provide meaningful real-world conditions.

What could be learned here that cannot be learned in abstraction?

Participate in the Evidence Network

Contribute domain expertise, capital, research capability, institutional access or stakeholder perspective.

What decision evidence would actually matter to you?

FORMEX can operate anywhere. Utah gives us a place to learn repeatedly.

The question is not whether Utah sounds compelling. The question is whether using Utah as a persistent proving environment produces better decision evidence and greater stakeholder value.

What If Utah Became a Proving Ground for What Comes Next?

FORMEX Utah Labs is an emerging initiative to connect innovators, institutions, capital, expertise and communities in a disciplined real-world environment where consequential ideas can be tested, evidence can be produced and better decisions can be made before scale.

Local proving ground. Global implications.
Explore the Utah Opportunity How You Can Participate
The Premise

Utah is not simply where FORMEX Labs happens. Utah can become part of the experiment itself.

The opportunity is to treat a rapidly evolving state as a living decision environment in which innovation, institutions, capital, technology and community can meet under increasingly disciplined conditions of evidence and accountability.

The objective is not to create another innovation hub, accelerator or demonstration program. It is to develop the capacity to ask: What must be true before the next consequential decision is made — and how might we responsibly find out?

Why Utah?

An unusually concentrated environment for testing what the future may require.

Utah brings together characteristics that are often found separately: entrepreneurship, technology, capital formation, higher education, healthcare, philanthropy, government, community networks, rapid growth and a culture capable of mobilizing around ambitious undertakings.

01 · Entrepreneurship

Builders

A strong entrepreneurial environment creates a continuing supply of ventures, technologies, business models and ideas whose assumptions can be examined before larger commitments are made.

02 · Technology

Emerging Systems

AI, software, data infrastructure and other emerging technologies increasingly require not only technical validation, but evidence of usefulness, trust, adoption and institutional fit.

03 · Institutions

Real-World Environments

Universities, healthcare systems, companies, governments, nonprofits and community organizations provide environments in which consequential assumptions can encounter reality.

04 · Capital

Next Decisions

Investors, foundations, family capital and institutional funders all face the same underlying question: what evidence justifies the next commitment?

05 · Community

Human Consequences

Innovation ultimately affects people. Utah offers the possibility of evaluating utility, behavior, adoption, friction and unintended consequences within actual communities.

06 · 2034 Horizon

A Visible Deadline

The coming eight years provide something rare: a globally visible future milestone against which long-term capability, collaboration and institutional readiness can be deliberately developed.

A Personal Full-Circle Story

From selling Utah to helping Utah test what comes next.

More than four decades ago, Greg C. Johnson was working in Utah around capital, real estate, mortgage banking and the development of relationships capable of bringing outside investment into the region.

That earlier chapter was fundamentally about making Utah understandable to capital — helping others see opportunity, establish confidence and make commitments.

FORMEX Utah Labs brings that story forward in a different form. The question is no longer simply how to attract capital into Utah. It is how Utah itself might become an environment capable of producing better evidence for the decisions capital, institutions, innovators and communities are being asked to make.

In that sense, the work comes full circle: from selling the opportunity to underwriting the opportunity.

The Eight-Year Arc

2026 → 2034 is not a countdown. It is a development horizon.

The 2034 milestone creates an opportunity to build FORMEX Utah Labs deliberately — beginning small, producing credible evidence, expanding the network and ultimately demonstrating a model capable of traveling far beyond Utah.

2026–2027

Establish

Define FORMEX Lab standards, identify initial opportunities, recruit early collaborators and conduct the first disciplined Stress Test Pilots.

2027–2029

Demonstrate

Produce real cases, evidence records, Utility Delta measurements and stakeholder learning sufficient to demonstrate that the methodology itself creates decision value.

2029–2032

Network

Expand participation across institutions, capital, universities, companies, communities and domain experts. Begin linking multiple Labs and decision environments.

2032–2034

Showcase & Export

Enter the 2034 global moment with a mature body of evidence, tested standards and a replicable model capable of extending into other regions and institutional environments.

2034 A Global Window on Utah
Why the Olympic Horizon Matters

What might Utah be ready to demonstrate when the world arrives?

The Olympic and Paralympic cycle creates infrastructure, investment, visibility, deadlines, institutional cooperation and global attention.

FORMEX Utah Labs does not need to be an Olympic initiative to benefit from that horizon. The deeper opportunity is to use the period leading to 2034 to develop capabilities that would matter long after the Games themselves are over.

By 2034, Utah could have accumulated not merely projects, but a body of tested knowledge about how emerging technologies, ventures and institutional innovations move responsibly from promise to evidence to adoption.

The Games provide the horizon. The Lab builds what can remain after it.
What Makes This a FORMEX Lab?

The discipline matters more than the geography.

FORMEX Utah Labs should not become a label placed on interesting projects. Entry into a Lab implies a disciplined decision process designed to expose consequential assumptions to reality.

01 Decision

What consequential commitment is being considered?

02 Assumptions

What must be true for that commitment to make sense?

03 Conditions

Under what real-world conditions should those assumptions be tested?

04 Evidence

What must be observed and recorded rather than merely asserted?

05 Utility Delta

What difference exists between expected and demonstrated utility?

06 Underwriting

What does the evidence justify doing next?

What Might Enter the Lab?

Opportunities where the next decision deserves more than a persuasive story.

AI & Emerging Technology

Systems whose technical capability may be clear but whose human utility, adoption, reliability, trust or institutional consequences remain insufficiently understood.

Health & Human Performance

New approaches, platforms or models whose usefulness must be evaluated in actual care, wellness or human-performance environments.

Financial Innovation

Products, benefits, capital structures and financial technologies requiring evidence of behavioral, economic and institutional value.

Social Ventures

Mission-driven models that must demonstrate not only impact intent, but actual utility, sustainability and decision-grade evidence.

Institutional Models

New approaches to education, workforce, government, philanthropy, housing, infrastructure and organizational collaboration.

Future-of-Place Innovation

Ideas affecting mobility, community, sustainability, resilience, tourism, population growth and the environments in which people live.

Participation Is the Model

FORMEX Utah Labs cannot be built by FORMEX alone.

A genuine Lab requires different forms of knowledge, authority, capital, access, experience and lived reality. Participation should therefore begin long before the model is considered finished.

Innovators & Founders

Bring forward consequential opportunities, technologies, ventures and assumptions worthy of disciplined testing.

What do you need the market or an institution to believe — and what evidence would justify that belief?

Companies & Institutions

Provide operating environments, expertise, users, constraints and institutional context in which real-world testing can occur.

What emerging problem or opportunity would you understand differently if you could test it before committing at scale?

Investors & Capital

Help identify the assumptions and evidence that should precede investment, financing or the next capital commitment.

What do you repeatedly wish you knew before you were asked to invest?

Universities & Researchers

Bring disciplinary rigor, methods, measurement expertise, research capability and emerging knowledge.

Where might academic knowledge become more useful by meeting real-world decision environments?

Government & Civic Leaders

Help identify public-interest questions, environments, infrastructure needs and responsible pathways to experimentation.

What decisions affecting Utah would benefit from stronger evidence before broad implementation?

Communities & Citizens

Ensure that utility is not defined only by creators, investors or institutions, but by those who ultimately experience the consequences.

What should innovators understand about lived reality before deciding that an innovation works?

Philanthropy

Support forms of experimentation, evidence development and public-interest learning that may be difficult to finance through conventional capital.

Where could philanthropic capital reduce the cost of discovering what actually works?

Domain Experts

Bring specialized knowledge capable of challenging assumptions, strengthening test design and interpreting evidence responsibly.

What consequential errors are outsiders most likely to make in your field?

Future Generations

The longest-lived consequences of today's decisions will often belong to people who are not represented in today's meeting rooms.

What would change if intergenerational consequences were treated as part of the underwriting?
Ways to Participate

There is no single door into FORMEX Utah Labs.

Participation can begin with an opportunity, a question, a place to test, specialized expertise, institutional access, funding, research capacity or simply a perspective that should be represented.

Propose an Opportunity

Bring forward a technology, venture, institutional model or consequential proposition that may warrant FORMEX underwriting or a Stress Test Pilot.

Provide a Lab Environment

Explore whether your organization, institution, community or operational setting could responsibly host a defined real-world test.

Contribute Expertise

Join a network of specialists capable of challenging assumptions, informing methodology and interpreting evidence.

Participate With Capital

Help finance evidence development, pilots, research or opportunities that become more investable as decision uncertainty is reduced.

Support the Public Interest

Philanthropic and civic participation can help ensure that important questions are tested even when conventional economics do not yet support the work.

Help Shape the Lab

FORMEX Utah Labs itself should be subjected to the same discipline it asks of others. Stakeholder input is therefore part of the design process.

What Success Would Look Like

The objective is not the number of projects.

A successful Utah Lab would gradually increase the quality of evidence available before consequential commitments are made.

01

Better Questions Earlier

Consequential assumptions are identified before large amounts of time, money and institutional credibility have been committed.

02

More Useful Pilots

Pilots become deliberate decision environments rather than demonstrations designed primarily to validate what sponsors already believe.

03

Decision-Grade Evidence

Results can inform investment, procurement, adoption, partnership, policy and scale decisions.

04

Evidence That Travels

Findings are documented with sufficient context, provenance and limitations to remain useful beyond the environment in which they were produced.

05

A Replicable Utah Model

By 2034, Utah has helped demonstrate a model that could be adapted to other cities, regions, institutions and networks.

Beyond 2034

The larger experiment is trust.

Every FORMEX Lab test creates more than a result. It can create an evidence record connecting claims, conditions, observations, authority, provenance, limitations and attestations.

Over time, those records may become increasingly portable — enabling future decision-makers to understand not simply that something was “tested,” but what was tested, by whom, under what conditions, what was learned and what can reasonably be trusted.

That creates a pathway from individual Stress Test Pilots to a much larger objective: trust that can move across organizations, capital environments and markets without requiring every decision to begin again from zero.

From testing things → to building trust infrastructure.
An Open Invitation

Help shape what FORMEX Utah Labs should become.

FORMEX Utah Labs is at the beginning of an eight-year journey. We are interested in hearing from people and organizations who see opportunities, risks, questions, resources, environments or forms of participation that should become part of the conversation.

You do not need to arrive with a finished proposal. A useful question may be enough to begin.
